Joyce K. Wolen | Executive Director
Joyce was promoted to Executive Director on October 1, 2018. She began with the housing authority in April 1999 as the executive secretary and was promoted to a Deputy Director in October 2014. During her tenure with the housing authority, she completed her Public Housing Management Certification through Nan McKay and Associates, her bachelor's degree through West Liberty University and the Executive Director Education Program through PHADA/ Rutgers University. She is active in the state association (WVAHA) and SERC-NAHRO through service on and chairing committees, including scholarship, professional development, CR&D, and history/archives. Finally, she is active in the Wheeling area through local groups and organizations.
"Wheeling Housing Authority is a passion. I believe in our ability to assist individuals with safe, affordable and decent housing when there is a need. I have seen many changes and challenges over the years and have watched WHA grow and excel. In 1999, we received a HOPE VI grant and rebuilt neighborhoods, the final piece being completed recently with the addition of 18 units in the Wheeling Heights area. One challenge that WHA continues to face is funding. We rely on funding to subsidize our rents and for upkeep of our housing stock, but our dedicated staff continue to put their best forward for the benefit of those we serve. We continue to be an important part of the community by providing stabilized neighborhoods, assisting families on their way to self-sufficiency, and providing safe, decent and affordable housing to retired individuals and those in need. We look forward to continuing our work within and contributions to the Wheeling community."
